The Technology to Meet EAS Override requirements at remote hubsites. 

Sometimes, franchise or other requirements force cable operators to add localized channels, such as government or educational channels at hubsites.  Franchises also sometimes require that operators give local government emergency override control of all channels at a hubsite feeding the municipality in question.  In these cases, it is necessary for the Cable Operator to seize control of these local government mandated situations in the event of an EAS emergency. 

The HC-971 Hub Controller receives commands from HollyAnne's patented MIP-921 EAS encoder/decoder at the cable company's main headend via a narrowband RF modulator included on the MIP-921.  The HC-971 is also capable of receiving baseband audio for decoding the commands.  The HC-971 uses the same digital code structure as adopted by the FCC for EAS encoder/decoders. 

Theory of Operation

Upon receipt of a valid "on" code, the HC-971 reacts by switching the normally open relay points (2) to closed, and the normally closed relay points (2) to open.  Upon receipt of the "off" code, the four relay points will return to their normal operating positions.  As a fail safe, if the HC-971 fails to receive the "off" code it will reset to a normal operating condition in 2 minutes.
