We have discontinued manufacturing and distribution of the HU-961 EAS encoder/decoder. Demand has fallen to the point that it no longer makes sense to offer this product. We do have a solution for your consideration. It is the MIP-921 family of EAS encoder/decoders. The unit is offered in several versions: the MIP-921s and the MIP-921e. Either unit may be customized to fit your station's needs.

The Technology to Meet EAS Requirements
The HU-961 EAS Encoder/Decoder has been specifically designed to meet the FCC's new EAS requirements for broadcast stations. Using the power of a PC (286 or better), the HU-961 delivers the goods at a fraction of the cost of competitive encoder/decoder units.
General Description
The HU-961 is a combined Emergency Alert System (EAS) encoder/decoder that permits broadcasters to receive, store, retransmit and initiate EAS messages required by the FCC's new EAS rules. Using the new EAS digital protocol, the decoder receives and processes incoming EAS messages. The HU-961 can be programmed to alert the operator only to messages preselected by station management as important to the station's listeners. The HU-961 also interfaces with automated broadcast stations with minimal effort. The Encoder section generates all the EAS codes necessary to allow the station to initiate emergency and test messages.
FCC Part 11 Compliance
The HU-961 is the result of HollyAnne Corporations 15-plus years of experience in the Emergency Warning Industry. HollyAnne's Safety Alert Monitor, in-home alerting system and its MIP-921 Cable System EAS encoder/decoder are acknowledged as cable television industry leaders. The HU-961 was designed by the engineering organization that worked with the National Weather Service in developing the Specific Area Message Encoding (SAME) system. The SAME system was the precursor to, and is completely compatible with, the new digital EAS System. The HU-961 insures the broadcaster's compliance with the new EAS rules with minimum expense and operator training. Using the power of a personal computer (286 or better) to program the unit, the HU-961 will receive, store and retransmit EAS messages in accordance with the FCC EAS rules and management wishes.
Multiple Inputs
Three audio inputs and one RS-232 1200 ASCII data input are standard on the HU-961, more than competitive units and exceeding the number required by the FCC. This feature, coupled with the fact that HU-961 scans the inputs faster than competitive units, means your station will not run the risk of missing an important message. The HU-961 may be coupled to the RR-962E radio receiver module. This module includes digitally tuned AM, FM and /or Weather band radio boards. The RR-962E meets the FCC requirement that stations monitor at least two inputs as required by EAS state and local plans. The radio receiver boards are tunable throughout their respective frequency ranges using flywheel drive tuner, precise center station indicator, and (defeatable) AFC as applicable.
Operating Modes
The HU-961 decoder section is capable of both automatic or manual operation. When in the automatic mode, only events preselected by management will activate the EAS system. These events include national warnings, weekly and monthly tests and those emergencies deemed important by the management of the station. For automated stations, this means that the HU-961 can manage all emergency alert functions including recording and playback of the emergency messages selected by management, using the integral two-minute digital voice storage.
In the manual mode, the HU-961 monitors incoming messages and alerts the operator to messages preselected by management. This feature allows the operator to transmit the emergency message when the station's format dictates.
In both modes, the HU-961 stores incoming digital messages for review by station personnel.
The encoder section of the HU-961 is easily programmed to originate EAS emergency or test messages using a PC (286 or better). Station management may select an area as small as one ninth of a county, or as large as required to serve the area served by the station's signal. The computer software prompts the person programming the unit through the set-up procedure in a user-friendly format, so virtually any station employee can set up the HU-961.
After programming, the computer is not necessary to operate the HU-961, although the computer may be left connected to the HU-961 if desired by management.
Alerting
When a message is received that has been selected for action by station management, the HU-961 generates an internal voice message, audible through the unit's front panel-mounted speaker, advising the operator that action is required. This message may be muted when the mike in the room is hot. The HU-961 can also activate an external light or other signaling device to attract the attention of station personnel.
If desired, all functions, including alerts, may be monitored on any computer (286 or better) connected to the HU-961. This feature allows station personnel to monitor the functions of the HU-961 and the status of emergency messages in a large screen format instead of a hard-to-read on-board display used in competitive units.
The HU-961 generates the Two-tone attention signal required by the FCC EAS rules.
Logging
The HU-961 stores incoming messages tagged for action by the station. These messages may be stored internally, stored in an external computer, and/or printed out on an external printer, driven by the HU-961.
Security
Since the HU-961 requires a computer to program or reprogram, disconnecting the HU-961 from the computer provides security against casual tampering with the programming in the HU-961. The software installed in the computer is password protected to prevent more serious or planned tampering.
