Technical Bulletins for MIP-921

A cable system that has a MIP-921 encoder-decoder (affects software versions 3 & 6) installed, had a visit from an FCC field inspection team.  The inspector that evaluated the system's EAS system felt that the system did not properly log outgoing Required Monthly Test Messages. 

In fact, the MIP-921 does log RMT's in compliance with the part 11 rules.  If the "print all messages" feature is inactive, messages that are selected for retransmission are annotated "Hot Message", indicating receipt and immediate  retransmission and log which input they are received from. 

If the "print all messages" feature is active, messages not selected for retransmission are annotated "EAS Message" indicating receipt only.  Messages selected for retransmission upon receipt are annotated "hot message" as described in paragraph 2. 

An RWT that is received from a monitoring source is logged as a "Hot Message" and which channel it was received from.  It should not override your cable system. 

An RWT that is generated from the front panel or automatically from the MIP-921 is logged as an "EAS Message".  It is logged as "Channel 0".  A message that is logged as a "Channel 0" message overrides the Cable System. 

This technical bulletin will be incorporated in future editions of the MIP-921 installation and operations manual, and will be published as an addendum to existing manuals.
